REFORMS TO IMPROVE THE QUALITY OF HIGHER EDUCATION IN MOROCCO

Quality is considered as a key factor for the development of a country. It concerns all sectors. In the field of higher education, the notion of quality only really took off in the Anglo-Saxon countries in the 1980s, while in European countries it only began in the late 1990s. For emerging countries, such as Morocco, the issue of quality is still being debated. Several reforms have been implemented to improve the efficiency of higher education and to provide students with a quality education that enables them to acquire the skills and qualifications needed to meet the demands of the labor market. However, higher education is hampered by many obstacles that undermine quality requirements, good governance and, most importantly, national development. The objective of this article is to take stock of the structural constraints and limitations that hinder the success of these reforms and that push officials to implement another reform. This leads us to question the reasons for the multitude of reforms and to propose recommendations aimed at improving the quality of education.
