It should be noted that Article 28, paragraph 1, of the Constitution of 18 February 2006, as amended and supplemented to date, provides that "no one is obliged to execute a manifestly unlawful order.Every individual, every agent of the State is relieved of the duty of obedience, when the order received constitutes a manifest violation of respect for human rights and public freedoms and morality".
